Don't drop them off completely, because some filters can do pretty much amazing work :]

Here's an advice: work with layers. Many layers. Play around with opacity and layer blending (drop-down list with Colour Burn, Overlay, Screen etc.) - you can get some really nice effects that way ^_~

By the way, Mr. Poet, I don't think I've ever seen someone who's relatively new to Photoshop who didn't abuse filters. It's a part of creative process/process of learning, IMHO.

True,as i got photoshop back to god knows when,i overused the filters.
But,its not wery recommended to use just plain filters,do some tricks with them.

I finally got this looking almost the way I wanted it. I'm not sure how much more editing I'll do, if any, because I just can't get the hair to look like it's supposed to (or do any justice to a face that gorgeous, :P), but here it is.

=( Where do you guys get the Font from? I downloaded Porcelain from a site once, and it looks TERRIBLE... pixels galore, it only looks fine on 18 pt. and if I have a resolution of 1152+ that is MINISCULE...

Thanks for the critique. Well, I wasn't able to get the car back into a complete piece, so I decided to just make the whole wallpaper a little darker so it isn't noticable. At least on my computer it isn't...
